UP and Bihar lag behind in development education and health,
The trap of dreams has been woven for the last few years.
People are being made to feel happy in such a way that common people will now travel on airplanes, not in a Khatara bus. In the juggernaut of statistics, the track of dreams is being run gallop even in sick states. But the internal truth of these states still prevails in the quagmire of scarcity, misery, hatred and inequality. Researchers at the well-known think tank US India Policy Institute have internalized these constraints of the country and opened them up layer by layer. Every year thousands of crores of rupees are allocated to every state in the country so that they can develop. But in spite of this there is not much effect. The reason is not to spend the money in these schemes in the right direction. Even today, only few people have access to the money, facilities available for development. Due to this, the gap between poor and rich is increasing. At the state level, it has been found many times that resources are not being used properly. For the first time, researchers from the US and India together have presented a report on the ground reality of 599 districts of India. Which explains why some districts of India are still so backward. How discrimination in caste, religion is determining development. Not only this, some measures have also been shared on how to take development forward.
Uneven distribution of money
So far, in all the reports which have assessed human development, reports are prepared at the state level. But the different thing about this report is that it has been made at the district level. For this reason, this report explains the ground reality more thoroughly. This report explores the social inequalities prevailing in the country and assesses human development in socio-religious communities. The report found that the funds allocated for all schemes are never properly and fully utilized. According to the report, most of the money is misused. Not only this, disharmony and partisanship is also a big issue at the district level. Prejudice exists on many grounds such as education, employment, social identity, religion, caste. Finally, the concern that has been expressed is about the sharing of resources. The report says that no matter how many plans are made at a large level, but when the benefits of these will not reach everyone at the district level, it is of no use.
Mini Sachar Report
This report has also been called Mini Sachar Report because it assesses education, health, better quality, economic status on the basis of religion. Not only this, the economist Abusleh Sharif Sachar who prepared this report has also been the secretary of the committee.
North Delhi is number one
The North Delhi district of Delhi has been ranked number one in this report prepared by the US-India Policy Institute. The districts have been rated at 1.00 in the report. But North Delhi is also backward in many ways. If we look at the reality, there is still a lot to be done for development in this most developed district on the basis of the list. This is because North Delhi has been ranked first with an index of 0.70. However, Delhi's performance in health is far behind.
This report has been prepared by combining several indices. However, there have always been questions about the United Nations Human Development Index, whether it is really relevant or not. But this report has been prepared on the basis of data of Census, NSSO, SRS, NCERT, DLHS and NFHS, so that the information from these reports can be used to find out the major concerns at the national level.
Initial source of light
Like other reports in the report, how bad the power situation is in the country. But there are some states where there is a better power situation. Most states in southern India have access to electricity. Delhi, parts of Jammu and Kashmir, Himachal Pradesh, Gujarat, Kerala, Goa, Tamil Nadu, Andhra Pradesh are states where electricity is available for lighting in homes. On the other hand, Bihar, Uttar Pradesh, Madhya Pradesh, Punjab, Chhattisgarh, Odisha, West Bengal, Assam are some states where electricity is still a dream. Although the situation is better in some districts of these states, but more or less everyone is in poor condition.
Tube wells for drinking
In Delhi, which is emerging on all the criteria, there is not a completely proper system of taps for drinking. Even many states that are developed in terms of water are in a bad state. Some districts of Delhi, some districts of Himachal Pradesh, some districts of Gujarat, Goa, Tamil Nadu, Arunachal Pradesh only have water taps. That is, these are the districts where the water system is in very underdeveloped category and taps are available in 80 to 100 percent of the houses in these districts.
Homes that have toilets
Toilets are still not available in the homes of a large population in India. The same condition is also revealed in this report. In this case, there are some areas like Jammu, Punjab, Haryana, Delhi where 80 to 100 per cent of the households in one or two districts have toilets. The most concern here is that the whole of India is still in the developing category in terms of toilets. That is, only 20 to 40 percent of the households have toilets available.
Large population dependent on agriculture
today a large population in the country is based on agriculture. Apart from this, there are many people who are involved with farming in some way or the other. If it is about such areas which are not involved in non-agricultural activities at all, then only very few districts in the country are in this category. There are very few districts in some states like Delhi, Goa, Kerala, West Bengal which are completely separate from agriculture.
Banking facility is also not for everyone
The Pradhan Mantri Jan-Dhan Yojana has registered its name in the Guinness Book of World Records, but still the large population of the country does not have banking facilities. However, when the report was prepared, accounts started to open up under the Jan Dhan Yojana. The banking situation can also be different now. According to the report, some districts of Jammu, Himachal, Goa, Kerala, West Bengal are such that 80 to 100 percent of the households have banking facilities. Apart from this, there are few states where 60 to 80 percent people have banking facility. According to the report, most of the districts in the country are in the developing category i.e. only 20 to 40 percent of the households in these districts have banking facility.
Bihar is lagging behind in many cases
Bihar has been included in the fastest growing states for the last few years, but this development does not appear to bring significant changes in the lives of people at the grassroots level. Bihar is also one of the most backward and sick states of the country.
UP behind better quality facilities
Apart from Bihar, Uttar Pradesh is also included in the same states where development is not reaching the people. When it comes to better quality facilities, UP's Gautam Budh Nagar, Ghaziabad, Lucknow, Agra and Baghpat are the districts where 80 to 100 per cent of the households have facilities. At the same time, Balrampur, Bahraich, Hardoi Kheri and Shravasti are states where it will still take a long time to reach development.
Uttar Pradesh in education
Uttar Pradesh has only a few districts in the education sector, where 80 to 100 percent of the households have access to education. Gautam Budh Nagar, Ghaziabad, Meerut, Kanpur Nagar and Jhansi are some of the districts where the state of education is better. On the other hand, Bahraich, Sonbhadra, Kaushambi, Pilibhit, Shravasti are the districts where the education system is still very backward.
Health services are also in bad shape
If we look at the report, there are very few districts in Uttar Pradesh where the health services are better. These few districts include Bijnor, Meerut, Kanpur Nagar, Muzaffarnagar and Ghaziabad. On the other hand, Gonda, Badaun, Bahraich, Balrampur and Shravasti are the districts where health services are in disarray.
Bihar in Economic Index
According to the report, development in Bihar still needs to be further accelerated. Madhepura, Begusarai, Vaishali, Madhubani and Khagadimya are the most well-known districts of Bihar if we talk of better economic conditions. At the same time, the economic situation in Bhojpur, Jamui, Munger, Sitamarhi and Shivhar has been found to be the worst.
Bihar in education index
The state of education in Bihar is still poor. This is the reason that Bihar has lagged in almost all the indices. If we look at the field of education, Siwan, Patna, Jehanabad, Madhubani and Rohtas are the districts which fall in the highly developed category, while Muzaffarpur, Katihar, Sitamarhi and Araria are the districts which are very backward in the education sector.
Health index is also bad
Lack of big and good hospitals, health services have also been seen in the disastrous report. Nevertheless, there are some districts of Bihar where the situation is better. These include Vaishali, Patna, Munger, Saran and Nalanda. On the other hand, West Champaran, Banka, Araria, Jamui and Shivhar are the districts which have the worst condition of health services.
Equal Opportunities Commission
In the report, where the shortcomings of all states and districts have been pointed out, it has also been told how to prevent this uneven distribution of resources. For this, an Equal Opportunity Commission (Equal Opportunity Commission) should be created. This commission should have the freedom to deal with all the problems at the grassroots level independently. This commission should put the problems of the people in front of the bureaucrats and find a solution. There should be monitoring of the development happening in the states.
